The constant struggle against corruption in Brazil relies on the conjunction of institutional interests and legal competencies. However, meeting the necessary conditions for coordinated actions among the several bodies comprising the national integrity system persists as our greatest challenge. Thus, the goal of this research, developed by FGV Direito Rio and sponsored by the United Kingdom’s Prosperity Fund, was to review part of the anti-corruption institutional framework as a previous and necessary step towards a National Anti-Corruption Plan.

This interdisciplinary research combined: 1) a benchmarking analysis of the UK’s anti-corruption efforts over the last 10 years; 2) an assessment of Brazil’s anti-corruption institutions and recent legal developments; 3) an evaluation of the judicial tools and respective responses provided by the Supreme Court and the High Court of Justice in relation to administrative improbity and crimes against the public administration; 4) a transparency assessment regarding the practices in municipal procurement processes; and 5) an overview of National Congress’s role in fighting corruption.
